Join us on 21 November to celebrate the 15th anniversary of the European Commission’s Open Source Observatory (OSOR). The conference “OSOR Turns 15: From Pioneering to Mainstreaming Open Technologies in Public Services” will gather movers and shakers of open source in public services including public officials from around the EU, businesses,  organisations, researchers, developers, and groups that collectively make up the diverse OSOR community.

Ever since open source emerged, Europe’s public services have been using, contributing to, and supporting it as an effective way to accelerate digital transformation in a more open, transparent, and interoperable way. This conference will shine a spotlight on those individuals, projects, and organisations that spearheaded these developments and those who continue the mission of sustainable and open digital transition throughout the EU today. This exciting day will conclude with a celebration of the most impactful open source solutions and initiatives during the OSOR Awards ceremony. 

The conference will cover a variety of topics: open source policies, digital autonomy; OSPOs in the public sector; twin transition and open source; cooperation of cities and municipalities; trust, transparency and accountability; funding; public-private collaboration; and the goals that open source helps meet to achieve Europe’s ambitious digital agenda.

As part of the 15-year anniversary celebration of OSOR, the European Commission has organised the EU Public Services Open Source Achievement Awards, showcasing the best open source solutions and initiatives created by or for public services in Europe.

The submissions are now closed. The contest has been met with great interest among the European open source community – we have received 92 eligible entries from 20 countries! 22 projects – 16 solutions and 6 initiatives – were selected for the next phase of the OSOR Awards. Then the Jury nominated the 6 best entries. The winners of the EU Public Services Open Source Achievement Award will be announced at the Awards Ceremony during the OSOR conference. They have been invited to talk about their projects on stage in Brussels on 21 November. Also, the winner of the public vote has been chosen and will receive the OSOR Community Award on 21 November. So, join us in Brussels to meet the people behind the projects.

About Open Source Observatory

The Open Source Observatory (OSOR) is a prime source of the most up-to-date information about open source initiatives, policies, solutions, and collaborations in the public sector in Europe and beyond. 

It was established by the European Commission in 2008 as part of its strategy to promote the use and reuse of open source software within the public sector across Europe. The Observatory’s primary objective has been to encourage cooperation and knowledge sharing among public administrations and to provide a support base for those wishing to adopt open source solutions. It is now one of the key elements of the Interoperable Europe initiative under the Digital Europe Programme.

Over the course of its existence, OSOR has seen a remarkable expansion of its community, with public administration specialists and enthusiasts joining from all corners of Europe. As a platform for disseminating news, reports, and studies, the Observatory has evolved into a resource centre for information exchange and learning, supporting the European public sector's capacity to truly benefit from open technologies. Since 2011, OSOR has been part of the Joinup platform, where it has created a comprehensive repository of open source projects, case studies, reports on national open source policies, and guidelines. It is a vast bank of tools to facilitate the adoption of open source solutions in public administration settings.
