Bastien Guerry is the head of the Free Software unit of the French public administration. He studied philosophy and cognitive sciences. He became interested in the Free Software movement in the late 90's and taught himself to code by contributing to GNU Emacs. In 2017, he joined the "Public Interest Entrepreneurs" programme at Etalab, the French agency for open data. There he discovered the challenges faced by public bodies when it comes to using and publishing free software. So in 2018 he launched the BlueHats movement, bringing together Free and Open Source Software experts in the public sector, and the Free Software unit (aka "Open Source Programme Office") in 2021.

Gijs Hillenius - IT project officer at the European Commission's Open Source Programme Office (EC OSPO) since late 2020. During 2019 and 2020 Gijs was closely involved in the revamping of the Commission open source software strategy (C(2020/7149), which created the OSPO. Subsequently he was involved in the Commission Decision on the open source licensing and reuse of Commission software (2021/C 495 1/01); and in the creation and subsequent running of code.europa.eu - the code development platform for open source software projects for which European Union institutions, bodies, offices and agencies hold the intellectual property rights. Starting in 2007 and until 2020 he reported for the Commission's Open Source Observatory (OSOR.eu, now part of Joinup).
